{"id":19939,"date":"2023-10-20T09:21:34","date_gmt":"2023-10-20T07:21:34","guid":{"rendered":"https:\/\/azvo.borealis.biz\/?page_id=19939"},"modified":"2026-09-07T15:35:28","modified_gmt":"2026-09-07T13:35:28","slug":"evaluation-archive","status":"publish","type":"page","link":"https:\/\/azvo.hr\/en\/evaluation\/evaluation-archive\/","title":{"rendered":"Procedures archive\u00a0"},"content":{"rendered":"<div class=\"wp-block-lead-text mb-40 lg:mb-60 lg:-mt-[8rem]\">\n  <p class=\"font-serif text-xl sm:text-2xl leading-normal\">At the session held on 16 December 2022, the Croatian Parliament passed the Act on Quality Assurance in Higher Education and Science (OG 151\/22), which regulates internal quality assurance and quality enhancement of higher education institutions and research institutes, external quality assessment of higher education institutions and research institutes, and the organisational structure and competences of the Agency for Science and Higher Education. <\/p>\n<\/div>\n\n\n<p class=\"mb-10 text-base leading-normal\">\n  \nThe new Act (OG 151\/22) replaced the Act on Quality Assurance in Science and Higher Education (OG 45\/2009) on 30 December 2022, so the latter is no longer in force.\n\n<\/p>\n\n\n<p class=\"mb-10 text-base leading-normal\">\n  \n\n\n<\/p>\n\n\n<h2 class=\"font-semibold text-2xl xl:text-3xl leading-tight mb-20 mt-60\">Procedures archive<\/h2>\n\n\n<h4 class=\"font-semibold text-lg xl:text-xl leading-tight mb-10 mt-30\">Audit of Higher Education Institutions<\/h4>\n\n\n<p class=\"mb-10 text-base leading-normal\">\n  \n\n\n<\/p>\n\n\n<p class=\"mb-10 text-base leading-normal\">\n  \nAt the session held on 16 December 2022, the Croatian Parliament passed the Act on Quality Assurance in Higher Education&nbsp; and Science, which regulates the internal quality assurance and quality enhancement of higher education institutions and research institutes, the external quality&nbsp;<a href=\"https:\/\/stari.azvo.hr\/hr\/pojmovnik\/86-vrednovanje\">evaluation<\/a>&nbsp;of higher education institutions and research institutes, and the organisational structure and competences of the Agency for Science and Higher Education.\n\n<\/p>\n\n\n<p class=\"mb-10 text-base leading-normal\">\n  \n\n\n<\/p>\n\n\n<p class=\"mb-10 text-base leading-normal\">\n  \nThe new Act (Official Gazette 151\/22) replaced the Act on Quality Assurance in Science and Higher Education (Official Gazette 45\/2009 on 30 December 2022, so the latter is no longer in force.\n\n<\/p>\n\n\n<p class=\"mb-10 text-base leading-normal\">\n  \nPursuant to the new Act, the Agency for Science and Higher Education will no longer be conducting audits of higher education institutions.\n\n<\/p>\n\n\n<p class=\"mb-10 text-base leading-normal\">\n  \nThe Agency will complete all audit procedures initiated pursuant to the Act on Quality Assurance in Science and Higher Education (Official Gazette 45\/09) and other regulations adopted in accordance with this Act.\n\n<\/p>\n\n\n<p class=\"mb-10 text-base leading-normal\">\n  \n\n\n<\/p>\n\n\n<p class=\"mb-10 text-base leading-normal\">\n  \nThe first cycle started in 2010 and finished in 2016, covering all public universities and polytechnics.&nbsp; The second cycle started in 2018 and it covers colleges and higher education institutions that express the wish to undergo the procedure.\n\n<\/p>\n\n\n<p class=\"mb-10 text-base leading-normal\">\n  \n\n\n<\/p>\n\n\n<p class=\"mb-10 text-base leading-normal\">\n  \n<strong>The scope of the evaluation<\/strong>\n\n<\/p>\n\n\n<p class=\"mb-10 text-base leading-normal\">\n  \nThe evaluation includes the entire internal quality assurance system of the higher education institution, the analysis of established procedures and quality assurance mechanisms, and whether they support the HEI\u2019s mission, overall development and all its activities. The evaluation includes an assessment made by an expert panel according to a three-point scale for each of the five evaluated elements:\n\n<\/p>\n\n\n\n<ul>\n<li>Quality Policy,<\/li>\n\n\n\n<li>Planning and management,<\/li>\n\n\n\n<li>Implementation and monitoring,<\/li>\n\n\n\n<li>Evaluation,<\/li>\n\n\n\n<li>Improvements, innovations, impact.<\/li>\n<\/ul>\n\n\n<p class=\"mb-10 text-base leading-normal\">\n  \n<strong>&nbsp;Procedure and Documents<\/strong>\n\n<\/p>\n\n\n<p class=\"mb-10 text-base leading-normal\">\n  \nASHE carries out the audit procedure in accordance with the annual plan adopted by the&nbsp;<a href=\"https:\/\/stari.azvo.hr\/en\/component\/seoglossary\/6-quality-assurance-and-accreditation-glossary-basic-terms-and\/189-accreditation\">Accreditation<\/a>&nbsp;Council, which is published on the Agency\u2019s website. The audit procedure can also be carried out at the suggestion of a higher education institution.&nbsp;\n\n<\/p>\n\n\n<p class=\"mb-10 text-base leading-normal\">\n  \nThe Agency carries out the procedure on the basis of the following documents:\n\n<\/p>\n\n\n<p class=\"mb-10 text-base leading-normal\">\n  \n<strong>Audit Ordinance&nbsp;<\/strong>&nbsp;(<a href=\"https:\/\/stari.azvo.hr\/images\/stories\/vanjska_prosudba\/Ordinance%20Audit.pdf\">PDF<\/a>&nbsp;\/&nbsp;<a href=\"https:\/\/stari.azvo.hr\/images\/stories\/vanjska_prosudba\/Ordinance%20Audit.docx\">doc<\/a>)\n\n<\/p>\n\n\n<p class=\"mb-10 text-base leading-normal\">\n  \n<strong>Audit&nbsp;<\/strong><a href=\"https:\/\/stari.azvo.hr\/en\/component\/seoglossary\/6-quality-assurance-and-accreditation-glossary-basic-terms-and\/207-criteria\">Criteria<\/a>&nbsp;(<a href=\"https:\/\/stari.azvo.hr\/images\/stories\/vanjska_prosudba\/Audit%20Criteria.pdf\">PDF<\/a>&nbsp;\/&nbsp;<a href=\"https:\/\/stari.azvo.hr\/images\/stories\/vanjska_prosudba\/Audit%20Criteria.doc\">doc<\/a>)\n\n<\/p>\n\n\n<p class=\"mb-10 text-base leading-normal\">\n  \n<strong>Audit Manual<\/strong>&nbsp;(<a href=\"https:\/\/stari.azvo.hr\/images\/stories\/novosti\/Audit_Manual.pdf\">PDF<\/a>&nbsp;)\n\n<\/p>\n\n\n<p class=\"mb-10 text-base leading-normal\">\n  \n<strong><a href=\"https:\/\/stari.azvo.hr\/images\/stories\/kvaliteta\/ESG_2015_EN.pdf\">ESG<\/a><\/strong>\n\n<\/p>\n\n\n<p class=\"mb-10 text-base leading-normal\">\n  \n\n\n<\/p>\n\n\n<p class=\"mb-10 text-base leading-normal\">\n  \nThe higher education institution submits its documentation for the audit procedure, which includes the latest report on the&nbsp;<a href=\"https:\/\/stari.azvo.hr\/en\/component\/seoglossary\/6-quality-assurance-and-accreditation-glossary-basic-terms-and\/196-internal-audit\">internal audit<\/a>&nbsp;of the HEI\u2019s quality assurance system. The submitted documentation is evaluated by an expert panel which drafts a report on the basis of information and evidence collected during the visit to the higher education institution. The report contains the assessment of the quality by each element of evaluation and the overall assessment of the development stage of the evaluated quality assurance system with recommendations for quality improvement.\n\n<\/p>\n\n\n<p class=\"mb-10 text-base leading-normal\">\n  \n\n\n<\/p>\n\n\n<p class=\"mb-10 text-base leading-normal\">\n  \n<strong>Outcome of the procedure&nbsp;<\/strong>\n\n<\/p>\n\n\n<p class=\"mb-10 text-base leading-normal\">\n  \n\n\n<\/p>\n\n\n<p class=\"mb-10 text-base leading-normal\">\n  \n<strong>Conclusion of the Accreditation Council<\/strong>\n\n<\/p>\n\n\n<p class=\"mb-10 text-base leading-normal\">\n  \nThe final report of the expert panel and the HEI\u2019s official statement are submitted to the Accreditation Council which passes a conclusion on the adoption of the final report. If the expert panel determines that the internal quality assurance system of the higher education institution is at least in the developed phase with regard to the Audit Criteria, the expert panel recommends to the Accreditation Council, upon the adoption of the final report, to issue a certificate stating the development of the internal quality assurance system.&nbsp;\n\n<\/p>\n\n\n<p class=\"mb-10 text-base leading-normal\">\n  \n\n\n<\/p>\n\n\n<p class=\"mb-10 text-base leading-normal\">\n  \n<strong>Certificate<\/strong>\n\n<\/p>\n\n\n<p class=\"mb-10 text-base leading-normal\">\n  \nBased upon the Accreditation Council\u2019s Conclusion, the Agency issues a certificate containing the&nbsp;<a href=\"https:\/\/stari.azvo.hr\/en\/component\/seoglossary\/4-basic-recognition-terms\/151-level\">level<\/a>&nbsp;of development and efficiency of the HEI\u2019s quality assurance system for a period of five years.\n\n<\/p>\n\n\n<p class=\"mb-10 text-base leading-normal\">\n  \n\n\n<\/p>\n\n\n<p class=\"mb-10 text-base leading-normal\">\n  \n<strong>Complaints and appeals<\/strong>\n\n<\/p>\n\n\n<p class=\"mb-10 text-base leading-normal\">\n  \nIf the higher education institution finds that the expert panel did not conduct the audit procedure as defined by the Audit Ordinance, or is not satisfied with the audit outcome, it may lodge a complaint. New facts and new evidence that were not presented until the end of the&nbsp;<a href=\"https:\/\/stari.azvo.hr\/en\/component\/seoglossary\/6-quality-assurance-and-accreditation-glossary-basic-terms-and\/245-site-visit\">site visit<\/a>&nbsp;cannot be presented in the complaint. The Agency\u2019s Complaints Committee considers the complaint and submits a written opinion to the Accreditation Council. The Accreditation Council considers the opinion of the Complaints Committee and makes a decision on the final adoption of the final report.\n\n<\/p>\n\n\n<p class=\"mb-10 text-base leading-normal\">\n  \n\n\n<\/p>\n\n\n<p class=\"mb-10 text-base leading-normal\">\n  \n<strong>Follow-up<\/strong>\n\n<\/p>\n\n\n<p class=\"mb-10 text-base leading-normal\">\n  \nThe higher education institution produces and submits a two-year action plan of improvements based on expert panel&#8217;s recommendations. After a six-month follow-up phase, the higher education institution submits a follow-up report on the activities that have been carried out, including an analysis on their effectiveness.&nbsp; Based on this report, the expert panel drafts a conclusion on the effectiveness of activities carried out during the follow-up phase. The conclusion of the expert panel is submitted to the institution, and published on ASHE website. (The Accreditation Agency for Study Programmes in Engineering, Informatics, Natural Sciences and Mathematics), and with the approval of EQAR, ASHE conducted an external evaluation in 2021 with the aim of renewing the agency\u2019s registration in EQAR.\n\n<\/p>\n\n\n<p class=\"mb-10 text-base leading-normal\">\n  \nThe procedure included:\n\n<\/p>\n\n\n<p class=\"mb-10 text-base leading-normal\">\n  \n\u2013 proposing and appointing a four-member expert panel<br>\u2013 signing an agreement between the agency undergoing the evaluation (ASIIN), the agency conducting the evaluation (ASHE), and EQAR<br>\u2013 preparation of a self-evaluation report by ASIIN<br>\u2013 a site visit by the expert panel to the agency under evaluation, which, depending on the epidemiological situation, could also be conducted online<br>\u2013 preparation of the final report by the expert panel<br>\u2013 analysis of the final report and adoption of the final decision by EQAR.\n\n<\/p>\n\n\n<p class=\"mb-10 text-base leading-normal\">\n  \nThe procedure was conducted in accordance with the following documents:\n\n<\/p>\n\n\n\n<ul>\n<li>The EQAR Procedures for Applications<\/li>\n\n\n\n<li>EQAR Code of Conduct<\/li>\n\n\n\n<li>Use and Interpretation of the ESG for the EQAR<\/li>\n\n\n\n<li>Eligibility of Review Coordinators and Panels<\/li>\n\n\n\n<li>Schedule of the ASIIN Review 2021<\/li>\n<\/ul>\n","protected":false},"excerpt":{"rendered":"<p>The new Act (OG 151\/22) replaced the Act on Quality Assurance in Science and Higher Education (OG 45\/2009) on 30 December 2022, so the latter is no longer in force.
