On November 25, 2019, the Global Convention was adopted by the UNESCO General Assembly, by a majority vote of the representatives of the Member States.

The adoption was followed by the procedure of verification and harmonization of the text of the convention in the six official languages of UNESCO. The Global Convention aims to facilitate academic mobility, improve quality and strengthen international cooperation in higher education.

The main goal of the Global Convention is to establish an international normative instrument for recognition at the global level.

The Global Convention should strengthen interregional academic mobility, promote the strengthening of international cooperation in higher education, the democratization of higher education and opportunities for lifelong learning for all.

The Republic of Croatia intends to ratify the Global Convention, which will, in accordance with Article XVIII of the Convention, enter into force three months after the deposit of the twentieth instrument of ratification, acceptance, approval or accession.
