Based on experiences in the implementation of the first cycle of audit and feedback from all stakeholders, the Agency developed a new auditing procedure in 2017. Following the public debate, at its 86th session held on 20 June 2017, the Accreditation Council of the Agency for Science and Higher Education adopted and the Director of the Agency approved the new Criteria and Audit Ordinance:

The framework for the development of the new procedure was the Act on Quality Assurance in Science and Higher Education (2009) and the new version of the Standards and Guidelines for Quality Assurance in the European Higher Education Area (2015).
In the new cycle, the audit will encourage the fitness for purpose, functionality, coherence and further development of HEI internal quality assurance systems.

Taking as the basis the ESG Guidelines (2015), the new audit criteria focus on assessing the functionality of the quality assurance system, in terms of daily support and contribution to the achievement of the mission of a higher education institution through the adopted policies, which are further implemented in the processes of planning and management, implementation and monitoring, assessment and developmental improvements and innovations.

The Agency also developed the Audit Manual, which should provide help in preparation and implementation of the procedure:
